A new change has been recently introduced to the provisions related to monitoring of transport of goods in Poland. As of 17 March 2026, the scope of the Electronic Transport Supervision System (System Elektronicznego Nadzoru Transportu, SENT) has increased to include clothing and footwear.
The new regulations introduce the obligation to report to SENT selected transports of goods from the clothing sector, in particular, products classified in sections CN 61, CN 62, and CN 64. The obligation may apply to transports from Poland, to Poland or through the territory of Poland.
The obligations related to reporting the transport in the SENT system may concern different players in the delivery chain, in particular:
• the consignor
• the carrier
• the consignee.
The report should be made electronically through the Electronic Tax and Customs Services Platform (Platforma Usług Elektronicznych Skarbowo-Celnych, PUESC). The transport of goods under the monitoring obligation should be appropriately registered in the system before starting of the service. In specified cases, geolocation data of the vehicle transporting goods may be required to be delivered to the system.
The new regulations provide for exemptions from reporting of certain transports and exclusions for authorised entrepreneurs who have the AEO status.
Failure to meet the requirements under the provisions on the SENT system may result in severe financial sanctions.
